The United Nations High Commissioner for Human Rights this week named the leaders
of a Congo rebel group known as M23 as possibly being responsible for war crimes,
and expressed concern the group could be continuing to rape and kill civilians in
the east of the country . The newly formed group is composed of former rebel
fighters who had joined the Congolese army after a 2009 peace deal, but then later
deserted.
"Many of them may have been responsible for war crimes," said the
High Commissioner, noting their "appalling track records including allegations of
involvement in mass rape, and of responsibility for massacres and for the recruitment
and use of children."
