(Vatican Radio) Policymakers and top administration officials from nearly every nation on earth were locked in overtime negotiations on Saturday morning after a meeting to formulate a plan to combat climate change ran through its scheduled allotment of session time without participants producing agreement. The sticking point is over how to apportion responsibility and cost-bearing: wealthy, developed countries want to impose carbon cuts on developing nations; developing nations say they ought to receive financial assistance for their efforts to cut emissions. Attended by 195 countries, the conference in Lima, Peru, was scheduled to run from 1 to 12 December. The talks are aiming to make progress on a draft agreement on climate change, to be finalized in Paris by the end of next year.
