Members of Muammar Gadhafi's government are being asked to turn the Libyan leader
over to the International Criminal Court. ICC chief prosecutor Luis Moreno Ocampo
says officials in Tripoli have an obligation to arrest Gadhafi. Ocampo says the Interim
National Council, formed by opposition groups, could also implement the warrant. He
says NATO, however, does not have any mandate to carry out an arrest of Gadhafi. Listen
