Pope Benedict XVI’s Address to the Participants of the Council of Europe Development

(June 12, 2010) Greeting the participants of the 45th joint meeting of the Development
Bank of the Council of Europe in Rome on Saturday, 12th of June, Pope Benedict
XVI said that the bank is involved since its inception in 1956 in resolving the problems
relating to refugees, and has expanded its expertise to the entire field of social
cohesion. Having its head quarters in Paris, the Council of Europe Development Bank
has the social objective to be an instrument to promote its own policy of solidarity.
The Holy See, said the Holy Father, positively looks forward to such a structure that
supports loans for social and development projects and extends its support. The Pope
then expressed the hope that the interventions of the Bank in favour of countries
of Eastern Central and South-East Europe will permit to correct imbalances, based
on justice and Solidarity which is essential for the future of Europe. Particularly
during these times of financial crises the Development Bank must show its originality
in strengthening social integration, environmental management and development of public
social infrastructure, he added. Further as expressed in the Encyclical Caritas in
Veritate said the Holy Father, the Social Doctrine of the Church has its positive
contribution to the construction of the person and human society. The relationship
between love and the truth is, if well lived, a dynamic force that regenerates all
interpersonal relationships and offering a real novelty in the reorientation of life
Economic and Financial renews it in the service of man and his dignity for which they
exist. In this context, the Development Bank is a financial institution certainly
an economic tool, and is capable of meeting requirements that exceed the financial
and economic structures, he added. Pope Benedict XVI said that Europe has a rich past
that has seen the development of experience-based economic fraternity. He hoped that
the Development Bank of the Council of Europe would really live the motto of solidarity,
responding to the goal of brotherhood and explores areas where fraternity based on
Christian ideals.
