Holy See’s Permanent Observer at UN appeals for refugees
(Wed. 9 Nov. 2006):-Appreciation for the dedicated work of the United Nations High
Commissioner for Refugees- UNHCR, for protection of the different groups of people,
who fall within the High Commission’s mandate, was expressed by Archbishop Celestino
Migliore - Holy See’s Apostolic Nuncio and Permanent Observer at the UN. Addressing
the 61st session of the UN General Assembly in New York on Wednesday, 8
Nov. Archbishop Migliore said:-“Over the years, a legal system adapted to the evolving
demands of a changing and complex reality has been developed, in order to afford protection
to those, who need it. The prelate noted that the latest examples are the adoption
of the conclusion of women and girls at risk, and of the conclusion on identification,
prevention and protection of stateless persons. He noted that the UNHCR is also involved
in the protection of Internally Displaced Persons – IDPs. But Archbishop Migliore
said that protection requires more than a good legal framework. What is needed is
cooperation and political will. Archbishop Migliore also observed that some countries
do not acknowledge, or uphold internationally established rights in their domestic
legislation, such as freedom of movement, the right to work, and the recognition of
qualifications. He also stressed that programs remain largely under-funded, resulting
in a major gap in the assistance to refugees. He noted that food rations do not keep
up with international standards, and are often reduced or irregularly supplied, while
the approved minimum criteria of assistance in health, education, agriculture, and
community services are not always met. In conclusion, Archbishop Migliore said that
a lasting solution to the problem of refugees and IDPs, will not only benefit them
but will also have an impact upon the whole human family”.
